Innovation Without Oversight Is a Recipe for Disaster

The same algorithms that conserve water today could drain aquifers tomorrow, and no one outside the company would ever know. There are no laws requiring disclosure, no mandatory audits, and no regulator watching the code. We are celebrating innovation without a referee.
Across Canada, AI systems are being deployed in agriculture, education, and healthcare faster than the policies that should guide them. Conferences praise pilot programs, yet there is still no national oversight framework. Many organizations are acting in good faith, but good faith is not governance. Regulation is not bureaucracy. It is safety infrastructure. Every month of delay widens the gap between innovation and accountability.
If Ottawa will not build that infrastructure, institutions must build their own.
Self-Regulation
Farms now set their own extraction limits. School boards write their own data rules. Hospitals define their own diagnostic protocols. This is practical in a legislative vacuum, but self-regulation has hard limits when public welfare is at stake. Incentives favor efficiency and cost reduction, not long-term safety or equity. That is not a hypothetical concern. It is the natural outcome of complex systems without external oversight.
The solution is not to slow innovation but to make it accountable. That is why I wrote The Stop-Gap AI Compliance Guide. It gives schools and public bodies a framework to implement oversight now — clear roles, risk registers, and measurable controls aligned with international standards. These can be adopted immediately, without waiting for Parliament.
What’s Really Happening on the Ground
The reality is far messier than coordinated “grass-roots governance.” Canadian educators and administrators are improvising, often alone. A recent CBC investigation found that teachers are “struggling on their own because there are no policies and frameworks in place.” The few provincial responses that exist were described as “a mishmash” that is “all over the place” rather than meaningful guidance.
Only four of Canada’s thirteen provinces have developed any AI guidelines at all. Even among those, the inconsistencies are staggering. In Ontario, one board requires parental consent before students use AI tools, another mandates teacher approval, and many have no clear policy on AI’s role in grading or academic integrity. Teachers are making AI-related decisions daily without the training, procedures, or legal frameworks needed to protect themselves or their students.
This is not governance. It is guesswork.
From Innovation to Infrastructure
The water-management system at Nature Fresh Farms captures both the promise and the peril of unregulated AI. The technology shows genuine potential for conservation and productivity. But without external oversight, Canada is conducting large-scale experiments on critical infrastructure with no safety net and no way to verify that short-term gains aren’t creating long-term risks.
Building governance from the ground up is not a stopgap measure (Despite the name of my books ;). It is the recognition that the people closest to deployment are best positioned to ensure these technologies work for everyone, not just those who profit from them.
From Dreaming to Doing
Canada is still dreaming of AI while other nations are building it. Governance is not bureaucracy. It is infrastructure. Until the government acts, educators, administrators, and innovators must create safe systems from the ground up.
Leadership will not come from Ottawa. It will come from those already doing the work.
